LGVA FIREWORKS (Cancelled this year)

The decision to cancel this year’s LGVA fireworks was taken in February as the fireworks have to be ordered at that time. They are expensive and are not refundable. At the time it was not possible to forecast what the state of the pandemic would be so it was decided that we could not risk going ahead.  We are hoping for them to be back in 2022.

Another successful fly-tipping prosecution for Dacorum Borough Council

On 29 September 2021, Dacorum Borough Council, successfully prosecuted Kirsty Jenkins of Hemel Hempstead under S.34(2A) Environmental Protection Act 1990 for a fly-tipping offence which occurred on or before 23 March 2021 in Puddephats Lane, Flamstead.

A council’s Environmental Enforcement Officer inspected the waste and found it contained documents and envelopes concerning the defendant’s address. The defendant was issued with a £300 Fixed Penalty Notice by the council for failing to demonstrate her duty of care responsibilities when disposing of the waste but this was not paid.

The council was then obliged to seek prosecution for the offence and Ms Jenkins subsequently pleaded guilty at St Albans Magistrates Court.  Ms Jenkins stated that she had paid someone else to dispose of the waste but had not intended for this to be disposed of unlawfully and did not want to name and involve the individual who had taken the waste. The court sentenced Ms Jenkins to a fine of £200, a victim surcharge of £44 and costs of £566.48.

 

WE’RE GETTING THERE

From 19th July rules for the Village Hall have been relaxed but we have decided to maintain certain restrictions for the time being.

The front door will remain locked to control who enters the building. Access will be by buzzing the room in which a particular activity is taking place or by buzzing the office which will be open from 9.30am to 12.30pm Monday to Friday.

Masks will be required when entering the building and in common parts. They will not be required in individual rooms as these and social distancing protocols will be at the discretion of individual hirers. 

The present one-way system will be maintained.

Access will be available to the stage but not under the stage.

Wall fans will be available for use in the main hall.

Upholstered chairs will be available only for parties and, if used, must be sprayed and quarantined.  Other groups will be restricted to plastic chairs. 

With the exception of party bookings only the disabled toilet will be available.

The above restrictions will be reviewed regularly.

East Hemel Plans – LATEST UPDATES

In a letter dated 1st September 2020 the Planning Inspectors have again rejected the St Albans Draft Local Plan.

AT A FULL COUNCIL MEETING ON 2nd DECEMBER 2020 IT WAS AGREED TO WITHDRAW THE PLAN COMPLETELY AND START AGAIN. THIS COULD TAKE UP TO FOUR OR FIVE YEARS.
